Planning Work Program (PWP) & 5-Year Calendar

The Planning Work Program is the annual work program or scope of work for the RPO. It consists of a funding table and identifies the planning priorities for the coming year and defines the planning work products and activities to be carried out by the RPO staff. The PWP is revised by the Technical Coordinating Committee and adopted by the Transportation Advisory Committee on an annual basis. The 5-Year Planning Calendar connects the short-term goals of the annual planning work program to the long term goals and priorities of the RPO. The 5-Year Planning Calendar is reviewed and revised each year.

Memorandum of Understanding (MOU)

The Memorandum of Understanding is the charter document that establishes the creation of the Eastern Carolina Rural Planning Organization. It is an adopted and signed agreement between Duplin, Greene, Lenoir, Wayne counties, NC Department of Transportation, and the Eastern Carolina Council. The MOU states the purpose of responsibilities of the RPO and references the establishing General Statutes that create the RPO system.
