Comprehensive Transportation Plans (CTPs) are long range planning documents for each county within the RPO. These Plans are developed by the Transportation Planning Division (TPD) within NCDOT, the RPO, and the county. These plans identify current and future transportation needs, and develop projects to address those needs. It is important to remember that projects developed in the CTP are NOT commitments from NCDOT to complete the project, but serve as guidelines when developing projects to submit for scoring in SPOT and compete against all other submissions in the State for delivery in the STIP.
