Voter ID Information and Assistance for Local Governments

The following message is from Ted Fitzgerald, Chief Learning Officer with the NC Board of Elections:

Beginning in 2020, voters in North Carolina will be asked to present photo identification to vote, though certain exceptions apply.  There are many different ID cards that are acceptable.  Pursuant to Session Law 2018-144, as amended by Session Law 2019-22, preapproved employee identification cards issued by local government entities may be presented as valid forms of photo identification to vote.   However, these cards must be preapproved by the State Board of Elections before November 1st to be eligible for use in the 2020 election.

There is a separate approval process for student ID cards issued by State and private universities.  We are working directly with Austen Nowell with the UNC System office on the approval of UNC System student ID cards.

Attached are 3 documents to assist local governments with the preapproval process:

  1. A letter of explanation and instructions on completing the application; 
  2. The application.  It is important that the institutions pay close attention to the dates of submission.  They are October 26, 2019, if the institution has not previously submitted a request for approval, or by November 15, 2019, if the institution’s submission was previously disapproved.  Institutions previously approved do not need to re-apply.
  3. The list of institutions that are previously approved and not approved.
